[Suzhou issues implementation opinions on commercial housing sales: Prioritize existing housing sales for new land transfer projects] On October 24, Suzhou Municipal Housing and Urban-Rural Development Bureau, Suzhou Municipal Bureau of Natural Resources and Planning, and Suzhou Supervision Branch of the State Administration of Financial Supervision jointly issued implementation opinions to implement the requirements of the "Notice of the Ministry of Housing and Urban-Rural Development, the Ministry of Natural Resources, and the State Administration of Financial Supervision on Improving the Commercial Housing Sales System" (Building Regulations [2026] No. 3). The document clarifies that starting from August 28, 2026, commercial housing projects with newly transferred land will "give priority to the sale of existing houses." In principle, the deposit for the sale of existing houses shall not exceed 3% of the total purchase price. This is Jiangsu’s first implementation opinion on the “828 New Deal”.
