[China signed the United Nations Convention on Negotiable Goods Documents as the first signatory country] October 27th, according to the official website of the Ministry of Commerce, on October 26, local time, the signing ceremony of the United Nations Convention on Negotiable Goods Documents (hereinafter referred to as the "Convention") was held in Accra, the capital of Ghana. A total of about 400 people from delegations from more than 60 countries and regions attended. Vice Minister of Commerce Jiang Chenghua attended the signing ceremony and signed the Convention on behalf of the Chinese government. 26 countries, including China and Ghana, became the first signatories of the Convention. The Convention will then be open for signature by countries at the United Nations Headquarters in New York. The Convention was initiated and led by China, and was reviewed and adopted by the 80th United Nations General Assembly in December 2025. By creating a "negotiable cargo document" at the level of international rules that applies to all cross-border transportation modes, the Convention breaks the centuries-old institutional barrier that only ocean bills of lading can represent cargo rights. This system innovation fills the gap in international rules and provides international legal protection for financing transactions of cross-border transport documents. It will effectively alleviate the financial pressure on enterprises participating in international trade, reduce the transaction costs of cross-border land trade, and inject new momentum into the high-quality development of global trade. The birth of the Convention is a landmark innovation in international commercial rules. It is a practical action by China and other countries in the world to promote the concept of building a community with a shared future for mankind and implement the four major global initiatives in depth. It is also a vivid reflection of adhering to true multilateralism and safeguarding the international system with the United Nations at its core. China is willing to work with other countries to complete the domestic ratification process as soon as possible, and also looks forward to more countries joining the Convention, so that the dividends of the Convention will benefit more countries and contribute to the prosperity of global trade and the well-being of people of all countries.
