[Regarding the management of medium and long-term contracts for energy supply guarantees, the National Development and Reform Commission makes arrangements] October 27th, according to the National Development and Reform Commission, in order to strengthen the construction of the energy production, supply, storage and marketing system and better play the basic role of medium and long-term contracts in energy supply guarantees, the National Development and Reform Commission recently issued the "Measures for the Management of Medium and Long-term Contracts for Energy Supply Guarantees (Trial)", which will come into effect on December 1. The measures incorporate medium- and long-term contracts for the guaranteed supply of thermal coal, electricity, and natural gas into unified systems and standards, and promote the further improvement of the institutionalization, legalization, and standardization of China's energy supply guarantee. The Measures emphasize that to carry out work related to medium- and long-term energy supply contracts, we should adhere to the priority of people's livelihood and ensure the bottom line of energy consumption for people's livelihood; adhere to the combination of effective market and promising government to stabilize the basic supply; adhere to the overall planning of development and security, and effectively prevent energy supply risks.
