[France promotes legislation requiring rioters to compensate for losses] October 28th: The French Senate passed a bill on October 27th requiring violent rioters to bear financial responsibility for the losses they caused during street demonstrations, with compensation of up to 10,000 euros. Anyone found to have "knowingly participated" in a group aiming to commit acts of vandalism must bear "joint financial responsibility"; people who "voluntarily" continue to participate in gatherings that may disrupt public order after two police evacuation warnings are also covered by the bill. The social welfare funds and housing subsidies of the relevant personnel may be confiscated and used to offset the compensation. Whether the bill can be passed by the National Assembly and eventually become law remains uncertain. The National Assembly is currently composed of three parties: the left, the center and the far right. The left party strongly opposes this bill.
