[Xi'an issues new policy for commercial housing sales] On October 30, the Xi'an Municipal Housing and Urban-Rural Development Bureau, the Natural Resources and Planning Bureau, and the Local Financial Administration Bureau jointly issued the "Implementation Opinions on the Implementation of the "Notice on Improving the Commercial Housing Sales System". It pointed out that for commercial housing projects that have newly announced the transfer of state-owned construction land use rights after August 28, 2026, and apply for pre-sale, the single building must complete the capping of the main structure, and only after verification and approval by the local housing and construction department of the project can the pre-sale permit be applied for. Project pre-sale funds are subject to closed management. The supervision of pre-sale funds can be lifted only after the project has passed the acceptance inspection and the water, electricity, heating and other supporting facilities have been delivered. Specific pre-sale fund supervision measures will be issued separately.
