[Governor of the Bank of France: The market may be overreacting to the fiscal situation and the budget is likely to be passed] On November 3, Emmanuel Moulin, the governor of the Bank of France, said that investors may be overreacting to the fiscal challenges facing France, and the budget is very likely to be passed by parliament. Moulin said the government could use Article 49.3 of the constitution to force through the budget in the face of a vote of no confidence; or, after 70 days of debate, the executive branch could pass an order called an Ordonnance to give effect to the draft originally submitted to parliament. "We will probably have a budget and the market's reaction to the political situation in France may be a little overdone," Moulin told the World In Progress forum in Barcelona on Monday. Some presidential candidates have previously called on the European Central Bank to step in to ease France's budget problems. Far-left leader Jean-Luc Mélenchon even asked the Bank of France to cancel or freeze its holdings of French government bonds.
