[National People’s Congress Standing Committee | Law enforcement inspection report shows China’s construction of barrier-free facilities is accelerating across the board] On November 3, the report of the Law Enforcement Inspection Team of the National People’s Congress Standing Committee on inspecting the implementation of the Barrier-free Environment Construction Law was submitted to the National People’s Congress Standing Committee meeting for review. The report points out that the implementation of the law has achieved positive results, and the construction of a barrier-free environment has become a new highlight in the development of China's human rights cause. The report shows that the barrier-free environment construction standard system has been continuously improved. Many laws promulgated after the implementation of the Barrier-free Environment Construction Law provide for the construction of barrier-free environments from different perspectives. Many provinces have issued local regulations or government regulations. There are currently more than 260 national standards for accessibility and age-appropriateness. Report data shows that the construction of barrier-free facilities has accelerated across the board. The issue of whether barrier-free facilities are available in new projects has been basically solved. Barrier-free renovation has been progressing steadily. During the "14th Five-Year Plan" period, nearly 70,000 communities across the country have been retrofitted with age-appropriate and barrier-free services, and 135,000 elevators have been installed. The accessibility level of transportation has been significantly improved. As of July 2026, there have been 155,000 low-floor and low-entrance vehicles in urban bus and tram operations across the country, accounting for approximately 24.6%. The installation rate of barrier-free facilities in highway service areas and urban roads has generally been greatly improved, with the installation rate reaching or approaching 100% in Anhui, Hubei, Ningxia and other places. The report shows that barrier-free information exchange has improved in quality and expanded coverage, and barrier-free social services have continued to be optimized. Government service centers in various places have generally opened barrier-free service windows, equipped with wheelchairs, crutches, handwriting communication boards and other equipment. More than 220 cities have opened car-hailing service hotlines, and major online car-hailing platforms have launched “one-click car-hailing” services in more than 320 cities. In the field of educational examinations, reasonable and convenient services have formed an institutionalized arrangement. Medical institutions generally retain manual registration and cash payment, and open priority windows for persons with disabilities. Cultural and tourism venues retain traditional reservation registration methods and improve barrier-free service content.
