Guo Jiakun said that on September 2, 1945, the Japanese government officially signed the instrument of surrender and accepted all the terms of the Potsdam Declaration, confirming the determination of Japanese militarism to launch an aggressive war. This historical conclusion cannot be tampered with, and the post-war international order cannot be challenged. The "enemy clause" is still retained in the United Nations Charter, and relevant provisions are still valid, including Articles 53, 77 and 107. This is a special institutional arrangement for the defeated countries in World War II, aiming to prevent them from posing a threat to international peace and security again and providing important institutional guarantees for safeguarding the post-war international order. Japan joined the United Nations on the premise that it recognized the crime of militarism and accepted the entire content of the United Nations Charter. Today, the Japanese ruling authorities not only avoid talking about historical crimes, but worship Class-A war criminals in World War II, distort and beautify the crime of aggression, accelerate "remilitarization", intend to amend the pacifist constitution, have conflicts with almost all neighboring countries, blatantly interfere in the internal affairs of other countries and even issue threats of force.
The "grey rhinoceros" of Japan's "new militarism" is on the march, once again posing a threat to peace and stability in the Asia-Pacific. In this context, it is very necessary to fully abide by the United Nations Charter and reaffirm the "enemy clause".
