[Pan Gongsheng, Governor of the People's Bank of China, attended the G20 Finance Ministers and Central Bank Governors Meeting] September 2, according to the central bank's official website, from August 31 to September 1, 2026, the Group of Twenty (G20) held the second meeting of finance ministers and central bank governors this year in Asheville, the United States. The meeting discussed the global economic situation and prospects, promoting economic growth, global imbalances, sovereign debt of developing countries and other issues. All parties participating in the meeting believed that global economic growth faces multiple risks and challenges but remains resilient. In order to achieve a stable and predictable economic growth environment, countries should strengthen policy coordination and reduce the uncertainty faced by market entities. All parties support the G20 financial channel to strengthen mutual learning of experience and address obstacles to economic growth. All parties called on the G20 to strengthen cooperation, support developing countries in resolving debt problems, and called on surplus and deficit countries to work together to alleviate global imbalances.
Pan Gongsheng pointed out that trade friction and protectionism are dragging down the global economy by affecting supply chains, pushing up inflation, disrupting market expectations and other factors. All parties should firmly safeguard multilateralism, make full use of the G20 financial cooperation platform, strengthen macroeconomic policy coordination, and work together to respond to global risks and challenges. The principle of "joint action and fair burden" should be adhered to in solving the sovereign debt problem. The G20 should play a leading role in ensuring that all parties effectively implement the principle of “comparable treatment” under a common framework. Economic growth is the fundamental way to resolve the debt problems of developing countries and restore debt sustainability. Internationally, the rise of trade protectionism, the generalization of national security issues, and the unpredictable policy environment are important reasons for the intensification of global imbalances in recent years. To resolve global imbalances, countries need to promote their own structural reforms. Deficit countries reduce their fiscal deficits and increase their savings rates, while surplus countries moderately promote consumption and investment growth. At the same time, we must adhere to multilateralism and strengthen international cooperation. Addressing global imbalances should focus on medium-term commitments.
All countries should formulate medium- and long-term policy plans, make clear commitments and resolutely implement them, and avoid back-and-forth flipping.
Pan Gongsheng said that China's economic performance is generally stable and improving, the structure continues to be optimized, high-quality development continues to make new progress, the financial market operates smoothly, and the fundamentals and supporting conditions for the long-term economic growth have not changed. The Chinese government insists on and continues to promote the transformation and upgrading of the economic structure and regards this as a strategic focus of the "15th Five-Year Plan". China has never deliberately pursued a trade surplus. It insists on expanding domestic demand and high-level opening up to the outside world. It uses China's large market to provide new opportunities for all parties and contribute to a new round of dynamic balance of the global economy. The People's Bank of China will continue to promote the transformation of the monetary policy framework, improve the interest rate system, continue to implement moderately loose monetary policies, and create a good monetary and financial environment for China's stable economic growth and the smooth operation of the financial market.
