Carry out risk assessment, improve the detection mechanism for telecommunications equipment entering the network, and refine the requirements for special provisions. Smart terminals such as mobile phones, tablets, and wearable devices with pre-installed smarts must conduct smart body adaptation verification in accordance with relevant standards during network access detection; carry out fraud risk security assessments and anti-fraud capability pre-evaluation of smart terminals in accordance with the law, and implement important communication work requirements. The intelligence used on the terminal should be equipped with a unique identity code with reference to the national standards of the intelligence interconnection series. Terminal manufacturers should ensure the consistency of intelligent terminals before and after obtaining network access licenses. If there are major changes in intelligent terminals, the terminal manufacturer should report to the Ministry of Industry and Information Technology and carry out network access testing as required.
