[China and Gabon signed a memorandum of understanding to conclude negotiations on early harvest arrangements for the Joint Development Economic Partnership Agreement] On November 6, under the witness of President Xi Jinping and Gabonese President Nguema, Chinese Minister of Commerce Wang Wentao and Gabon’s Diplomacy, Cooperation, Integration and Taxila, Minister of Overseas Chinese, jointly signed the "Memorandum of Understanding between the Ministry of Commerce of the People's Republic of China and the Ministry of Economy, Finance, Debt, Equity and Combating High Prices of the Republic of Gabon on the conclusion of negotiations on the Early Harvest Arrangement of the Economic Partnership Agreement for Common Development between China and Gabon." Gabon is one of the first African countries to sign a framework agreement on a common development economic partnership with China. China and Canada will conduct a round of negotiations in October 2026, reaching agreement on tariff concessions for trade in goods, rules of origin and implementation procedures, mechanism settings, etc., and agreeing to end negotiations on early harvest arrangements. The China-Canada Early Harvest Arrangement is an institutional design to implement President Xi Jinping’s announcement of zero tariffs on 100% of products from African countries that have diplomatic relations with Africa. It is an important measure for China to expand independent opening up. The early harvest arrangement will be conducive to promoting the balanced development of bilateral trade, stimulating cooperation potential, and injecting new momentum into building a China-Canada community with a shared future in the new era.
