Implement a new round of grain production capacity improvement actions, deepen the construction of "Tianfu Granary·Hundred Counties and Thousands of Pieces", carry out the construction of "tons of grain fields", promote the integration and efficiency improvement of the "four good" (good land, good seeds, good opportunities, good methods), and promote the improvement of large-area unit yields through the integrated system. Optimize the grain planting structure and regional layout, continue to increase rice and corn production capacity, stabilize wheat production, consolidate the results of expanding soybean oil crops, and develop autumn and winter potatoes and regenerated rice according to local conditions. Implement provincial fiscal subsidies and grain production incentive policies for large grain growers, and implement the minimum purchase price policy for rice. Comprehensively promote the three major grain crop complete cost insurance, soybean complete cost insurance and planting income insurance. We will improve the response mechanism to ensure supply and stable prices of agricultural inputs, and give full play to the role of supply and marketing cooperatives as the main channel for the circulation of agricultural inputs.
