The draft for comments will be further strictly reviewed and approved. The toll rates for debt repayment or operation period of toll roads shall be reviewed and approved by the transportation department of the provincial people's government in conjunction with the price administrative department at the same level to be reviewed and approved by the provincial people's government to strengthen government responsibilities and improve management requirements. The draft for comments further clarifies the channels for raising funds for management and maintenance. Clarify that the management and maintenance costs of toll roads during the debt repayment period or operation period shall be included in vehicle tolls. It is clarified that expressways, independent bridges and tunnels shall be managed by the government after the expiration of the debt repayment period or operation period. According to actual needs, management and maintenance funds may be raised by collecting vehicle tolls and other methods. The charging standards shall be reviewed and approved by the provincial people's government. For those that are included in municipal management and maintenance, and those that can be financially guaranteed, no fees will be charged.
