Liu Bin said that the potential of artificial intelligence will not automatically transform into dividends for common development, but may also solidify or even exacerbate inequality, making the rich richer and the strong stronger. If a few countries and a few companies are allowed to monopolize artificial intelligence resources, if the global digital divide and the gap between rich and poor are allowed to further widen, and if the "law of the jungle" is allowed to dominate artificial intelligence, the cutting-edge technology that defines the world's future, the world's disputes and chaos will intensify, and peace and tranquility will become even more out of reach. Liu Bin pointed out that the key to capacity building is not to grant it unilaterally, but to focus more on helping developing countries obtain the underlying capabilities for independent development, so that artificial intelligence can enter real scenarios, solve practical problems, and generate sustainable value. Capacity building is a systematic project, and we must seek truth from facts, adapt measures to local conditions, and find a development path and capacity building path that meets the country's national conditions and actual needs.
