Data property rights registration, to be simply understood, is to issue "identity certificates" for various forms of data and clarify the ownership of rights such as "who holds the data", "what can be used for it" and "who can use it". The “15th Five-Year Plan” outline proposes to build a national unified data property rights registration system. Luan Jie, director of the Policy and Planning Department of the National Data Administration, said that the implementation of a unified data property rights registration system at the national level will focus on solving the problems that have existed for some time in the market such as the coexistence of multiple types of data registration, inconsistent standards, and insufficient mutual recognition, and achieve "one registration, universal use across the country", thereby accelerating the construction of a national integrated data market, reducing data circulation transaction costs, and promoting the release of the value of data elements.
