Ke Jixin, Vice Minister of the Ministry of Industry and Information Technology, said that the Ministry of Industry and Information Technology, together with the People's Bank of China, the State-owned Assets Supervision and Administration Commission of the State Council, the State Administration for Market Regulation, the China Securities Regulatory Commission and other departments, are focusing on solving the problem of payment collection by small and medium-sized enterprises, and have introduced a series of policies to put forward clear requirements for large enterprises to pay small and medium-sized enterprises' accounts in a timely manner. As the work progressed, we also noticed that some large enterprises, while "price-raising" against their peers, also took advantage of their market competitive advantage to lengthen the account period of small and medium-sized enterprises, squeeze out the cash flow of small and medium-sized enterprises, affect the normal operation of small and medium-sized enterprises, affect the healthy development of the industry, and hinder the smooth circulation of the national economy. Measures are urgently needed for special rectification. Recently, the General Office of the State Council issued the "Notice on Strengthening the Management of Difficulties in Repayment of Small and Medium-sized Enterprises" (hereinafter referred to as the "Notice"). At present, most industries have not yet issued special settlement and payment rules. Some large enterprises have taken advantage of loopholes and abused their market competitive advantages to delay payment by blurring the account period. To postpone the settlement node, the "Notice" allows small and medium-sized enterprises to know how to get the final payment. At the same time, it guides the leading enterprises in the industry to take the lead in issuing and fulfilling the 60-day payment commitment. By guiding the leading enterprises to take the lead and set an example, it will drive the entire industry to form a good ecosystem of timely payment.
