[Central Bank: The "eating at both ends" of core enterprises has been curbed. Some problematic enterprises have withdrawn from the account voucher business] On September 14, Cao Yuanyuan, director of the Financial Market Department of the People's Bank of China, said at the State Council's regular policy briefing that as of the end of July, the average period of account vouchers had been shortened by 92 days compared with the same period last year; the "eating at both ends" of core enterprises has been effectively curbed, and some large enterprises with "eating at both ends" have withdrawn from the account voucher business. Cao Yuanyuan pointed out that in the early stages of development, the account voucher business was not standardized enough, and some core enterprises used account vouchers to delay payments and lengthen the account period. Service platform management standards are also lacking. Some core enterprises save their own financial costs by issuing account vouchers and delaying payments. On the other hand, they charge higher financing service fees to suppliers who use account vouchers to finance. Some core enterprises even use account vouchers associated with factoring companies to provide high-interest financing and earn interest. There is a situation of "eating from both sides" of suppliers.
