[The State Council upgraded the investigation of the "9·10" major fire accident of China State Shipbuilding Corporation Qingdao Beihai Shipbuilding Co., Ltd.] September 14th, at about 11:15 on September 10, a fire broke out on a foreign cargo ship of China State Shipbuilding Corporation Qingdao Beihai Shipbuilding Co., Ltd. while it was docking at the port for maintenance, resulting in 25 deaths and 5 injuries. In order to conscientiously implement the spirit of General Secretary Xi Jinping's important instructions, in accordance with the instructions and requirements of Premier Li Qiang and other central leaders, and in accordance with relevant national laws and regulations, the State Council established the "9·10" major fire accident investigation team of Shandong Qingdao China Shipbuilding Group Qingdao Beihai Shipbuilding Co., Ltd., led by the Ministry of Emergency Management, with the participation of the Ministry of Foreign Affairs, the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Transport, the State-owned Assets Supervision and Administration Commission of the State Council, the All-China Federation of Trade Unions, the National Fire Rescue Bureau and the Shandong Provincial People's Government. The investigation of the accident was upgraded. On the afternoon of September 14, the State Council Accident Investigation Team held its first plenary meeting. Song Yuanming, leader of the State Council Accident Investigation Team, deputy director of the Office of the State Council Safety Committee, and deputy minister of the Ministry of Emergency Management, presided over the meeting and informed the investigation arrangements and put forward work requirements. Before the meeting began, all comrades present stood in silence to pay tribute to the victims of the accident. The meeting emphasized that the accident investigation work must conscientiously implement the spirit of General Secretary Xi Jinping’s important instructions and the decisions and arrangements of the Party Central Committee and the State Council, and follow the principles of “scientific rigor, compliance with laws and regulations, seeking truth from facts, and focusing on results” and “four no-misses” to identify the cause of the accident as soon as possible, comprehensively investigate the responsibilities of enterprises, industry supervision, and territorial management, and strictly investigate the responsibilities in accordance with the law. At the same time, the meeting requires local governments, relevant departments and central enterprises to learn lessons deeply, consolidate the responsibilities of the departments' "three managements and three musts" and the responsibilities of the main persons in charge of the enterprises at all levels, conduct in-depth investigation and rectification of various fire hazards, strictly investigate subcontracting and illegal subcontracting, draw inferences from one example to investigate and rectify hidden dangers in key industries such as hazardous chemicals, mining, industry and trade, transportation, construction, and special equipment, and resolutely prevent and contain major accidents.
