The opinion mentioned that the use of existing space to develop the tourism industry is encouraged. Various localities should formulate identification standards for inefficient tourism land based on actual research, conduct in-depth assessments of inefficient tourism land, identify shortcomings in spatial governance issues, and combine regional advantageous characteristics, resource and asset conditions, etc. to clarify the direction of functional improvement and spatial optimization to support the development of cultural, tourism, sports and commerce and other composite formats. Subject to compliance with planning control, safety and other requirements, land rights holders who use existing real estate to build cultural and tourism reception facilities can keep the original land use and right type unchanged; land rights holders who apply for land use procedures can do so through agreement upon approval. Without changing the land use subject and planning conditions (except for the nature of the land), those who use existing industrial land, old factories and other spaces to develop culture and tourism can enjoy the transitional support policy of using the land according to the original purpose and right type within 5 years.
