[Three Departments: Optimizing the Allocation of Natural Resources to Promote the Development of Tourism] September 15th, reporters learned from the Ministry of Natural Resources today (15th) that in order to promote the high-quality development of the tourism industry, the Ministry of Natural Resources, the Ministry of Culture and Tourism, and the National Forestry and Grassland Administration recently jointly issued the "Opinions" to optimize the allocation of natural resources in many aspects, promote the standardized and orderly development of the tourism industry, and release new potential in the domestic demand market. The "Opinions" propose policy measures from five aspects: strengthening spatial coordination, improving tourism land use control, optimizing the natural resource supply mechanism, encouraging the use of existing space, and improving service and supervision efficiency. It is clarified that the spatial demand for tourism development in the "15th Five-Year Plan" will be integrated into the "one map" of natural resource management and land spatial planning, and scientific site selection will be carried out collaboratively. At the same time, the "Opinions" further improved the control of tourism land use, strengthened refined land management, and solved the problem of implementing small cultural tourism projects. Xie Haixia, director of the Land and Spatial Planning Bureau of the Ministry of Natural Resources, introduced that independent urban construction land such as gas stations, service areas, and tourist stations are allowed to be laid out outside urban development boundaries. Support the development of eco-tourism activities such as camping, hiking, sightseeing, study, and forest health care outside the core protected areas of nature reserves within the ecological protection red line, so as to achieve coordinated development of ecological protection and recreational use. In view of the characteristics of comprehensive tourism projects with scattered land parcels and diverse resource types, the three departments also made it clear in the "Opinions" that if a single tourism project involves multiple land parcels with different uses, it is possible to explore the possibility of approving planning conditions and issuing planning permits based on one parcel of land.
