[The Ministry of Industry and Information Technology held a symposium on the development of the new energy storage industry] On September 24, the Electronic Information Department of the Ministry of Industry and Information Technology organized a symposium on the development of the new energy storage industry on September 23, 2026. The meeting focused on listening to opinions and suggestions on quality improvement of energy storage products and systems, construction of standard systems, and industry standard management, and discussed promoting high-quality development of the industry through standardization and safety measures. Director Yang Xudong of the Electronic Information Department of the Ministry of Industry and Information Technology attended the meeting and introduced the relevant situation. At the meeting, the Electronic Information Department of the Ministry of Industry and Information Technology introduced the recent work progress, the "15th Five-Year Plan" related plans for new batteries and the next work considerations based on the current development status and background of the industry. Each participating unit communicated and spoke based on its own development reality, and put forward opinions and suggestions on the situation and problems faced by industrial development. The meeting emphasized that the new energy storage industry is an emerging pillar industry actively cultivated by the country. The industry is currently in a stage of rapid development. It must adhere to goal orientation and problem orientation and promote healthy and standardized development of the industry: First, promote product quality improvement, strengthen the implementation of national standards such as lithium-ion battery production quality management, and comprehensively improve the reliability and safety of energy storage products. The second is to improve the construction of the standard system, make up for the shortcomings in standards in subdivided fields, accelerate the formulation of mandatory national standards such as safety grade evaluation specifications for lithium battery packs for electric energy storage systems, and lead the development of the industry with standards. The third is to strengthen the standardized management of the industry, improve the industrial governance mechanism, promote communication and exchanges between government and enterprises on a regular basis, and promote the healthy coordinated progress of the upstream and downstream of the industrial chain.

[By 2030, the scale of new energy storage nationwide will reach 300 million kilowatts] September 12th: Since the beginning of this year, China's new energy storage construction has continued to maintain a rapid development trend. As of the end of June, the installed capacity of new energy storage capacity that had been completed and put into operation nationwide reached 153 million kilowatts/396 million kilowatt hours, a year-on-year increase of 61%. The utilization of new energy storage nationwide is improving year by year. In 2023, 2024, and 2025, the equivalent utilization hours of new energy storage nationwide will reach 611 hours, 911 hours, and 1,195 hours respectively, effectively playing the role of system regulation. Liu Yongdong, deputy secretary-general of the China Electricity Council, said that during the "14th Five-Year Plan" period, China's new energy storage installed capacity increased by more than 40 times, achieving a historic leap from the early stage of commercialization to large-scale development. During the "15th Five-Year Plan" period, new energy storage will continue to maintain a high level of growth, with approximately 160 million kilowatts of newly installed capacity expected. According to the plan, by 2030, the scale of new energy storage nationwide will reach 300 million kilowatts, and the independent new energy storage on the grid side that can guarantee peak supply will reach 140 million kilowatts. [New power safety regulations announced, clarifying for the first time that all types of grid-connected entities bear equal safety responsibilities as power companies and users] On September 4, reporters learned from the National Energy Administration that the revised "Regulations on Emergency Response and Investigation and Handling of Electric Power Safety Accidents" were officially announced today and will be officially implemented on January 1, 2027. The relevant person in charge of the National Energy Administration told reporters that in recent years, many large-scale power outages abroad have exposed problems such as blurred boundaries of responsibility among multiple subjects, insufficient network-related performance of power supplies, and increased risks of system voltage instability, which have become prominent challenges in the construction of new power systems. The new Regulations have made a number of systematic institutional arrangements in this regard. The first is to improve the "unity and governance" responsibility system, clarifying for the first time that all types of grid-connected entities bear equal safety responsibilities as power companies and power users, and clarify the boundaries of rights and responsibilities of multiple emerging grid-connected entities such as power companies, power users, energy storage, and virtual power plants. The second is to strengthen network-related safety management and control, add new accident determination criteria such as abnormal network-related performance failure and power loss, and improve the new energy safety risk management and control system. The third is to optimize the basis for accident determination based on the requirements for safe and stable operation of the power system, strengthen the management and control of key nodes such as main grids, hub stations, and power supply clusters, consolidate the security defense system of the large power grid, and ensure stable operation of the power grid and reliable power supply.
