[Consolidating the technical foundation and accelerating the construction of international standardization in the field of China's low-altitude economy] October 9th, the reporter learned today that China is deeply involved in the low-altitude economic standardization work of the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC), and promotes the establishment, development and release of international standards. Among them, the "UAV Perception and Obstacle Avoidance System" co-led by China has filled the gap in international standards in related fields. The "Card and Identification Security Equipment Unmanned Aircraft System (UAS) License and UAV/UAS Security Module Part 5: UAV/UAS Security Module Test Method" led by China has been successfully approved as the first international standard proposal in the field of unmanned aircraft identification. The "UAV Perception and Obstacle Avoidance System" is oriented to the application of complex urban scenarios. It stipulates the general functions, system architecture, performance and safety and quality requirements of the UAV's perception and obstacle avoidance system for aircraft or other objects. It clarifies technical parameters such as detection distance and safe separation distance, and provides detailed provisions for obstacle detection and emergency obstacle avoidance strategies during the landing phase. This standard provides a common technical framework for the safe operation of drones under conditions such as dense high-rise buildings, dense crowds, and complex electromagnetic environments. It will help reduce cross-border application and market access barriers and enhance China's ability to participate in the formulation of international rules. "Card and Identification Security Equipment Unmanned Aircraft System (UAS) License and UAV/UAS Security Module Part 5: UAV/UAS Security Module Test Method" is an important progress China has made in the field of unmanned aircraft identification and safety supervision. This standard focuses on the license and security modules of unmanned aircraft systems, stipulates the testing methods for drones and UAS security modules, and establishes a unified testing benchmark for relevant identity recognition security modules. Unified safety module testing specifications will provide technical support for drones to be "identifiable, traceable, and supervised" and solidify the technical foundation for safe and orderly operation and cross-border applications. [NATO plans to use drones and AI to respond to "possible Russian attacks"] On October 6, Bloomberg disclosed a non-confidential document from NATO on the 5th. The document showed that NATO's top military commander is formulating a strategy called "Victory Theory", aiming to use emerging technologies such as artificial intelligence to quickly repel "possible Russian attacks on NATO's eastern flank." According to reports, NATO’s strategic plan was announced in Poland on October 12 by Glinkewicz, NATO’s Supreme Allied Commander Europe and Commander-in-Chief of the U.S. Army European Command. According to people familiar with the matter, the document aims to clarify how NATO will respond to possible territorial invasions, focusing on integrating new technologies such as drones and artificial intelligence with traditional military power; while showing NATO member states the specific military needs behind increased defense spending. According to this strategic concept, if it is attacked, NATO will first use the army deployed on the east flank, low-cost drones and minimum manned operating systems, as well as artificial intelligence-assisted target locking and other technologies to prevent the opponent from advancing. Once freedom of action is achieved, NATO will seek to further attack the adversary's command and control systems, with the goal of rapidly and overwhelmingly defeating the attacking force.
