In accordance with the arrangements made by Zhang Chengzhong, Secretary of the Party Committee and Minister of the Ministry of Emergency Management, Xu Jiaai, Deputy Minister of the Ministry of Emergency Management, presided over the discussion. The discussion pointed out that due to the combined influence of the Bay of Bengal storm vortex and the westerly trough, it is expected that there will be a snowfall weather process in most of the Qinghai-Tibet Plateau from the 29th. Among them, there will be heavy snowfall near the Himalayas in southern Tibet, heavy snowstorms in high-altitude areas, and local heavy snowstorms. Disaster risks cannot be ignored.
The discussion emphasized the need to strengthen monitoring, forecasting and early warning, closely monitor the process of heavy snowfall, intensify multi-department joint discussions and judgments, strengthen information sharing, and accurately release early warning information. It is necessary to strengthen the investigation of potential risks, strictly guard against the risks of border glacier lake outbursts, glacier collapse, avalanches, mudslides and secondary derivative disasters, and conduct in-depth investigations of potential risks in key areas such as transmission lines, ice-prone road sections, major projects, as well as dilapidated houses, agricultural facilities, livestock sheds and other structures. It is necessary to strengthen disaster relief and assistance, focusing on the disaster-stricken people in Naqubaqing and Shigatse Jilong, timely allocate and distribute disaster relief materials, speed up the deployment and installation of resettlement board houses, strengthen safety management of resettlement sites, strictly prevent fires, electric shocks, carbon monoxide poisoning and other accidents, and make every effort to ensure the basic life of the disaster-stricken people and ensure a safe and warm winter.
