Abstract:
According to the State Administration of Radio and Television,
the "Interim Provisions on the Management of Interactive Internet Television Operation Services" were reviewed and approved at the executive meeting of the State Administration of Radio and Television on October 23, 2026, and will be implemented on November 27.
According to regulations, interactive Internet TV (IPTV) operation services refer to the activities of interactive Internet TV integrated broadcast control service providers and transmission service providers established in accordance with the law, using interactive Internet TV private networks to directly or indirectly provide radio and television services to individual users, family users, group users, etc.
The new regulations make it clear that
IPTV integrated broadcast control service providers should adhere to the principle of live broadcast priority, implement the function of watching full-screen live broadcasts at startup, set up channel playback entrances, and are not allowed to play startup advertisements.
At the same time, smart TVs should support the priority display of live channels and provide a convenient setting entrance.
IPTV integrated broadcast control service providers should also facilitate users to choose to boot into the live broadcast channel or TV interactive homepage.
The pages, navigation bar, status bar, recommendation positions and other contents of the TV interactive homepage shall comply with the relevant requirements of the radio and television administration department of the State Council.
In terms of content and charge management,
IPTV integrated broadcast control service providers should set up a free area on the homepage, focus on recommending high-quality free content, streamline the number of paid columns, clearly indicate program charging information, and standardize the operation of the application area and subscription and payment management.
In addition, the new regulations also require IPTV to integrate broadcast control service providers and transmission service providers to simplify remote control operations and enable one-click switching of live broadcast sources on the remote control.
Overall, the new regulations will further standardize IPTV operation services, promote direct live broadcasting when the TV is turned on, reduce startup advertising interference, and optimize free content display, charging information disclosure and remote control operation experience.
