The operation button is different from the fixed-function mute switch it replaces. What this button does depends on the user's ideas.

If you needed double confirmation that the action button is coming, this is ironic proof, but note that recent rumors agree that only the iPhone 15 Pro and iPhone 15 Pro Max will come with the feature. Why are standard models excluded? This is likely to create some artificial differentiation, much like last year's Smart Island - this time it's coming to all four models.
