[The two departments jointly deploy the carbon emission measurement review and mapping work of key emission units in the national carbon market] On September 22, the General Office of the State Administration for Market Regulation and the General Office of the Ministry of Ecology and Environment recently jointly issued a notice to deploy the carbon emission measurement review and mapping work of key emission units in the national carbon emissions trading market. The purpose is to implement the decisions and arrangements of the Party Central Committee and the State Council, provide a clear "roadmap" for the carbon measurement management of key emission units, and also provide solid data guarantee for fair and equitable transactions in the carbon market. The notice clearly establishes a “one-time review and two-party acceptance” mechanism for carbon emission measurement review results. The results of the carbon measurement review carried out by the market supervision department can be adopted by the ecological environment department in carbon emission accounting, reporting, verification and daily supervision, so as to achieve "checking multiple things in one door", effectively avoiding repeated inspections and multiple reporting, and forming a cross-department supervision synergy. This metrological review will implement a closed loop of "problem rectification - clue handover - result sharing". For companies rated as "A", incentive policies such as exempting on-site verification of the traceability of measuring instruments will be implemented to promote the in-depth connection between review results and carbon verification work.
