[The national standard "Technical Requirements for Format Documents of Electronic Medical Records" is released, and a new plan for mutual recognition of medical data is coming] The reporter learned today that the State Administration for Market Regulation approved the release of the national standard "Technical Requirements for Format Documents of Electronic Medical Records" (OFD-H standard), which will be officially implemented from April 29, 2027. Electronic medical records are the core of the intelligent construction of medical institutions. In 2025, the total number of diagnoses and treatments in the country will reach 10.65 billion, and a huge amount of complex electronic medical record data will be generated during the diagnosis and treatment process. There are many medical institutions with various systems and different formats of electronic medical records, which has caused problems such as difficulty in integrating information systems, difficulty in data integration and sharing, and difficulty in archiving and utilizing medical records. Standards are being developed to address these challenges. OFD is a format document standard independently developed by China and is known as "China's PDF". Based on this, OFD-H establishes unified specifications based on the characteristics of China's electronic medical records, and upgrades medical record security protection based on domestic commercial passwords. It provides solid technical support for verifying the source of documents and preventing content tampering, which is conducive to improving the independent guarantee capabilities of key medical data and core business, and safeguarding the legitimate rights and interests of both doctors and patients. After medical institutions complete the unified adaptation, they can not only access medical records from different institutions, but also verify sources and extract data, reducing duplication of system connections and providing convenience for referrals, regional medical collaboration, and Internet medical care. At the same time, it can also integrate information such as medical records, medical images, audio and video, and structured data, and supports visual viewing (human reading) and computer reading (machine reading). It is not only convenient for doctors and patients to view, but also provides systematic multi-modal data for clinical diagnosis and treatment, scientific research, and artificial intelligence applications. Optimizing file organization and resource storage can effectively reduce medical record storage and exchange costs and provide strong support for archive utilization.
