[National Development and Reform Commission: Support recycling and dismantling companies to sell the "five major assemblies" of scrapped cars to remanufacturing companies that have passed the remanufacturing quality management system certification] On October 10, the National Development and Reform Commission publicly solicited opinions from the public on the "Standardized Management Measures for Auto Parts Remanufacturing (Draft for Public Comments)". It is proposed that remanufacturing companies purchase scrapped automobile engines, steering gears, transmissions, front and rear axles, and frames ("five major assemblies") from recycling and dismantling companies, and the types of recycling should be consistent with the types of parts remanufactured by the company. Exhaust gas after-treatment devices are not allowed to be recycled for remanufacturing. Recycling of key emission control components for remanufacturing should comply with national emission control standards. Remanufacturing companies should use the "five major assemblies" of acquired scrapped cars for their own remanufacturing or sell them to remanufacturing companies that have passed the remanufacturing quality management system certification in accordance with relevant national regulations for remanufacturing and recycling; if they do not meet the conditions for remanufacturing, they should be sold as scrap to smelting or crushing companies. Support recycling and dismantling companies to sell the "five major assemblies" of scrapped cars to remanufacturing companies that have passed the remanufacturing quality management system certification.
