[Three Departments: Further Improving the Price Formation Mechanism to Promote the Quality and Expansion of Inclusive Elderly Care Services] On October 16, the National Development and Reform Commission, the Ministry of Civil Affairs, and the National Health Commission issued the "Guiding Opinions on Further Improving the Price Formation Mechanism to Promote the Quality and Expansion of Inclusive Elderly Care Services." It is proposed that the provincial civil affairs department, together with relevant departments, coordinate the reform of the classification of elderly care institutions, clearly delineate the scope of various types of institutions, and formulate specific identification methods for inclusive supportive elderly care institutions. The civil affairs departments of local people's governments at the prefecture level and above shall be responsible for the specific identification work together with relevant departments, increase support for the construction of inclusive elderly care service facilities and site supply, and promote the conversion of idle public service facilities into elderly care service facilities through public construction, public construction, and private construction. Expand inclusive elderly care services; guide security-based elderly care institutions to actively open their spare beds to the public, provide inclusive services, and establish and improve income management and performance incentive systems; encourage fully market-based elderly care institutions to provide inclusive services, and provide corresponding policy support based on local realities;
Guide all types of elderly care service institutions to ensure the quality of inclusive services, strictly abide by relevant policies and regulations and mandatory standards, continuously improve the level of basic services such as daily care and rehabilitation care, and enhance the capabilities of safety management, risk prevention and control, and dispute resolution. Strengthen the layout of the state-owned economy in the field of elderly care services, and newly established elderly care institutions established by central enterprises and local state-owned enterprises should expand the supply of inclusive elderly care services.
