[Three Departments: Distinguish between types of elderly care institutions and types of services, and implement different fee management methods respectively] On October 16, the National Development and Reform Commission, the Ministry of Civil Affairs, and the National Health Commission issued the "Guiding Opinions on Further Improving the Price Formation Mechanism and Promoting the Improvement and Expansion of Inclusive Elderly Care Services." It is pointed out that the charges of elderly care institutions include basic service fees, non-basic service fees and door-to-door service fees. Among them, the basic service fee refers to the bed fee and nursing fee charged by the elderly care institution from the elderly residents; the non-basic service fee refers to the meals and other fees that the elderly care institution charges or collects from the elderly residents in addition to the basic service fee; the door-to-door service fee refers to the fees charged by the elderly care institution to provide door-to-door services to the elderly at home. Different types of elderly care institutions and service types are distinguished, and different charging management methods are implemented respectively. Among them, if government-guided price management is implemented, the provincial development and reform department shall work with the industry authorities to formulate benchmark charging standards and floating ranges, or be formulated by the people's government at the prefecture level and above with the authorization of the provincial people's government.
