[Three Departments: Basic service fees of guaranteed-type elderly care institutions are subject to government-guided price management, and non-basic service fees are subject to market-regulated prices] On October 16, the National Development and Reform Commission, the Ministry of Civil Affairs, and the National Health Commission issued the "Guiding Opinions on Further Improving the Price Formation Mechanism and Promoting the Improvement and Expansion of Inclusive Elderly Care Services." It pointed out that the security-based elderly care institutions should be covered. Security-based elderly care institutions refer to public elderly care institutions that completely or mainly accommodate groups such as extremely poor elderly people and economically disadvantaged elderly people. Public elderly care institutions include public and private elderly care institutions that are organized by government departments or institutions and bear legal person responsibilities. The basic service fees of the social security-type nursing homes are subject to government-guided price management. Among them, the charging standards for housing the elderly (elderly people other than the basic-security guarantee targets) can be implemented with reference to the inclusive support nursing institutions of the same quality or formulated separately, and the income is managed in accordance with relevant regulations; non-basic service fees are subject to market-adjusted prices. If necessary, government-guided price management can be implemented after approval of the provincial people's government. The security-type elderly care institutions implement a free housing policy for extremely poor elderly people who choose centralized support. Relevant departments will provide relevant subsidies in accordance with regulations to groups such as economically disadvantaged and disabled elderly people who voluntarily move in.
