[Three Departments: Full market-oriented elderly care institutions charge market-regulated prices and encourage high-quality and low-price services] On October 16, the National Development and Reform Commission, the Ministry of Civil Affairs, and the National Health Commission issued the "Guiding Opinions on Further Improving the Price Formation Mechanism and Promoting the Improvement and Expansion of Inclusive Elderly Care Services." It is proposed that fully market-based elderly care institutions include other elderly care institutions except for the insurance-based and inclusive support-type elderly care institutions. Fully market-oriented elderly care institutions charge market-regulated prices. The charging standards are reasonably determined by the institution based on factors such as actual cost, quality, market supply and demand, and encourage high quality and low prices to meet the diverse needs of the elderly.
