[Three departments: Give full play to the driving role of central budget investment, ultra-long-term special treasury bonds, and local government special bonds, and focus on supporting the facility renovation and equipment updating of inclusive-supportive elderly care institutions] On October 16, the National Development and Reform Commission, the Ministry of Civil Affairs, and the National Health Commission issued the "Guiding Opinions on Further Improving the Price Formation Mechanism to Promote the Improvement and Expansion of Inclusive Elderly Care Services." It pointed out that policy integration should be strengthened. Relevant departments must work closely together to form a policy synergy that promotes the high-quality development of inclusive elderly care services. Development and reform departments in various regions shall do a good job in project approval, investment support, charging standard formulation and other related work in accordance with regulations, give full play to the driving role of central budget investment, ultra-long-term special treasury bonds, and local government special bonds, focus on supporting the facility renovation and equipment updating of inclusive-supported elderly care institutions, and urge and guide relevant units to strictly implement relevant regulations such as water, electricity, gas and heat in elderly care institutions according to residents' living prices.
The civil affairs department shall fulfill the responsibilities of the industry authorities, make good use of local lottery public welfare funds in accordance with regulations, support the improvement of the service capabilities of inclusive and supportive elderly care institutions, and strengthen the construction of the elderly care staff through strengthening training, subsidies, etc. The health department further improves supporting policies to support the development of integrated medical and nursing care, optimizes financial accounting, performance appraisal and other detailed rules, and gives priority to supporting the construction, reconstruction and expansion of integrated medical and nursing care service facilities for secondary and lower medical and health institutions; supports the improvement of county-level integrated medical and nursing care service capabilities, and promotes the development of integrated medical and nursing care services in county-level hospitals, community health service centers, township health centers, etc.
Local development and reform, civil affairs, and health departments must attach great importance to the management of elderly care service fees, formulate and improve local elderly care service price policies based on actual conditions, organically combine improving price policies with promoting industry expansion, quality and efficiency, and actively cooperate with relevant departments to further clarify specific support measures in terms of planning, land, facilities, taxes, subsidies, talent teams, etc. When introducing policies, we must simultaneously strengthen publicity, interpretation and anticipatory guidance, respond to social concerns in a timely manner, enhance understanding in all aspects of society, and promote the smooth implementation of policies. Work closely with relevant departments, adopt comprehensive supervision methods, seriously investigate and deal with non-compliance with relevant regulations on industry management, failure to implement government-guided prices, failure to clearly mark prices in accordance with regulations, etc., and effectively protect the legitimate rights and interests of the elderly.
