[The UK intends to recognize that Microsoft’s commercial software ecosystem has a strategic market position] On October 16th, the UK Competition and Markets Authority (CMA) proposed to recognize that Microsoft has a strategic market position in the commercial software ecosystem and solicited opinions on this matter. The deadline for feedback is November 13. The CMA pointed out that Microsoft occupies a strong market position in five areas: personal computer operating systems, office software, security software, server operating systems and relational database management systems. Business practices such as user switching costs and product bundling may restrict the development of competitors. The CMA plans to further investigate the competitive environment between Microsoft Copilot and other artificial intelligence tools, the way security products are bundled, and the relationship between software licensing and cloud service selection. The final decision is expected to be announced in February 2027. The CMA emphasized that obtaining strategic market status recognition does not mean that a company has committed illegal acts, and that subsequent measures may be taken to promote competition and expand customer choice.
