[Eight departments including the State Administration for Market Regulation jointly issued a pilot plan to create a "strong engine of quality" for industrial upgrading] On October 16, eight departments including the State Administration for Market Regulation, the Ministry of Ecology and Environment, the Ministry of Housing and Urban-Rural Development, the Ministry of Water Resources, the Ministry of Agriculture and Rural Affairs, the State-owned Assets Supervision and Administration Commission of the State Council, the National Energy Administration, and the Civil Aviation Administration of China officially issued the "Pilot Work Plan for Inspection and Testing to Promote Industrial Optimization and Upgrading", marking a new stage for China's inspection and testing service industry to move from "single point breakthrough" to "system empowerment". The "Plan" closely follows the dual strategies of "strengthening the country with quality" and "expanding capacity and improving quality of the service industry", with the concept of "innovation-driven, transformation, collaborative linkage, and integrated development", focusing on industrial blockades and difficulties, and deploying three core efforts: First, tackle key technologies and activate the "new engine" of industrial upgrading. Focus on bottlenecks such as "cannot detect, cannot detect accurately, cannot detect quickly", strengthen core technology research and forward-looking reserves; deepen digital intelligence integration and green and low-carbon transformation, and improve full-chain service capabilities such as carbon footprint and water ecology;
Accelerate the mutual recognition of international qualifications to help advantageous industries such as photovoltaics and lithium batteries overcome trade barriers; accurately empower, specialize, specialize and other high-quality enterprises to gradually cultivate, create regional characteristic industrial clusters, and promote the county economy to leap from "having" to "excellent". The second is to achieve full-chain collaboration and forge the "resilience" of key industries. In view of the revitalization of traditional industries, the growth of emerging industries, and the cultivation of future industries, inspection and testing institutions are encouraged to be deeply embedded in the supply chain of chain owners, and improve the consistency and reliability of products throughout the chain through joint verification of upstream and downstream, mutual recognition of data, and research on common issues. Promote the extension of inspection and testing to the entire R&D and manufacturing chain, effectively improve the overall collaborative efficiency and risk resistance of the industrial chain, and realize the deep integration of advanced manufacturing and modern service industries. The third is to strengthen departmental coordination and build a "big pattern" of joint efforts and joint management. This pilot is jointly organized by eight departments to open up the application channels for industries, central enterprises and local governments, and implement voluntary declaration and independent implementation.
Various departments will coordinate the layout of the national quality inspection center, the construction of quality infrastructure systems, and policy resources in areas such as ecology and energy, and work together to resolutely put an end to formalism and ensure that the pilot results truly serve the optimization of industrial layout.
This coordinated linkage between the eight departments is a profound change in inspection and testing from "behind-the-scenes control" to "front-stage empowerment". The pilot application will be launched in November 2026, using the high-end inspection and digital transformation as a lever to accelerate the formation of new quality productivity. The "Plan" and the ongoing "two-wheel drive" of the National Quality Inspection Center's three-year action for quality improvement and optimization form a policy synergy that will accelerate the construction of a modern quality support system with clear positioning, advanced technology, and efficient services.
