[The spokesperson of the Ministry of Commerce responded to reporters’ questions on optimizing and adjusting export control measures for drone-related items] On October 19, a spokesperson for the Ministry of Commerce responded to reporters’ questions on optimizing and adjusting export control measures for drone-related items. Question: On October 19, 2026, the Ministry of Commerce, together with relevant departments, jointly issued an announcement to optimize and adjust export control measures for drone-related items. What are your considerations? Answer: In accordance with the "Export Control Law of the People's Republic of China" and other relevant laws and regulations, on October 19, the Ministry of Commerce, together with relevant departments, issued an announcement on optimizing and adjusting export control measures for drone-related items. Relevant measures will be officially implemented from November 18. Previously, we have notified relevant countries and regions that have established export control dialogue mechanisms with China. The drone-related items involved in this measure have obvious dual-use attributes, both military and civilian. China has optimized and adjusted relevant measures in accordance with laws and regulations with the aim of safeguarding national security and interests and fulfilling international obligations such as non-proliferation. At the same time, China is committed to maintaining the security and stability of the global industrial and supply chains, reviewing relevant export license applications in accordance with laws and regulations, and will approve applications that comply with regulations. Dynamically adjusting export control measures is a common international practice. In recent years, the global drone industry and technology have developed rapidly, and some of the original advanced products are now mass consumer products. In the process of implementing export control measures, China actively listens to opinions and suggestions from all parties, and promptly optimizes and adjusts relevant measures after careful evaluation. This optimization and adjustment of drone export control measures is based on the latest industrial and technological developments reported by the industry. This fully reflects China’s firm opposition to the illegal use of drones for non-peaceful purposes, and its firm support for Chinese companies to carry out international trade and cooperation in drones in the civilian field. China is willing to communicate and dialogue with relevant parties on export control policies and practices through the bilateral export control dialogue and exchange mechanism. At the same time, China will listen to relevant opinions and suggestions from all parties, further conscientiously fulfill its international obligations such as non-proliferation, and actively promote and facilitate compliant trade.
