How does China view the role of capacity building in global governance? Guo Jiakun said that artificial intelligence is an emerging field of global governance and a "touchstone" to test the effectiveness of the global governance system. Building a more just and reasonable global governance system is inseparable from the improvement of collective capabilities in the global South, and we must effectively enhance the representation and voice of developing countries.
