[Hainan: Resolutely curb the blind launch of high-energy-consuming, high-emission, high-pollution, and low-level projects] On October 26, the Hainan Provincial Committee of the Communist Party of China and the Hainan Provincial People's Government issued the "Opinions on Building an Eco-Environment-Friendly Free Trade Port." It points out that green and low-carbon industrial access will be strictly enforced. Guided by promoting the development of eco-environmentally friendly industries, we will strengthen the guiding role of the Hainan Free Trade Port’s encouraged industry catalog and vigorously develop eco-tourism, environmental protection service industries, energy-saving and environmental protection technology industries, and tropical ecological agriculture. Resolutely curb the blind launch of high-energy-consuming, high-emission, high-pollution, and low-level projects, and implement equal or reduced carbon emission replacement for new (renovated, expanded) high-energy-consuming, high-emission industrial projects. New (renovation, expansion) construction projects should give priority to the use of advanced technology and pollution control technology.
