[Shanghai Municipal Government Executive Meeting Deploys to Accelerate the Construction of New Energy Systems and Better Serve the Construction of a National Unified Market] Zhu Zhongming, Deputy Secretary of the Shanghai Municipal Party Committee and Mayor, chaired a municipal government executive meeting today (November 2) and requested that in accordance with the deployment of the Municipal Party Committee, accelerate the construction of Shanghai's new energy system and promote the implementation of key measures to better serve the construction of a unified national market. The meeting agreed in principle with the "15th Five-Year Plan for the Construction of New Energy Systems in Shanghai" and pointed out that the efficiency of the energy governance system must be continuously improved to lay a solid foundation and provide strong momentum for high-quality economic and social development. We should focus on promoting green and low-carbon transformation, optimize the energy structure, strive to build a 10-million-kilowatt-level green power base, accelerate the construction of Mongolia's ultra-high voltage project in Shanghai and the construction of deep-sea wind power bases, vigorously cultivate new business formats such as computing and power collaboration, "AI+" energy, and improve the low-carbon energy consumption system. Efforts will be made to enhance energy security capabilities, improve the energy security reserve mechanism, coordinate multi-level reserve systems inside and outside the city, near and far, promote the aggregation and development of multiple regulatory resources such as virtual power plants and new energy storage, enhance the power system's flexible adjustment and peak supply capabilities, and fully ensure the reasonable energy demand for economic and social development. Efforts should be made to deepen the reform of systems and mechanisms, give full play to the role of market leadership and government guidance, promote the equal and extensive participation of all types of operating entities in the power market, accelerate the construction of a unified, open, competitive and orderly energy market system, guide various resources to tilt toward energy technology innovation, and provide solid support for urban energy security and low-carbon development. The meeting agreed in principle with "Shanghai's key measures to implement and deepen the construction of a unified national market" and pointed out that it is necessary to work hard on "standardization" and seek breakthroughs in "connection" to contribute Shanghai's strength to the construction of a national unified market. It is necessary to implement the construction tasks to the letter in line with national requirements, improve the system of rules and regulations for the construction of a unified national market, promote the construction of infrastructure in key areas such as the "Six Networks", consolidate the hardware foundation for the construction of a unified national market, and carry out in-depth special rectification in areas such as investment promotion, government procurement, bidding, and low-price and disorderly competition among enterprises. It is necessary to give full play to Shanghai's advantages and proactively serve the overall interests of the country, deepen the integrated development of the Yangtze River Delta, accelerate the construction of a national unified market pioneer area, promote the coordination of market supervision and law enforcement, and the convergence of standards in emerging fields, and promote the expansion of the "one-stop service" of the Yangtze River Delta government services to improve quality and efficiency. It is necessary to build strong factor market and platform functions, accelerate the construction of technology trading, data circulation, power market, computing power dispatching and other platforms, and form more "Shanghai experience" that can be replicated and promoted in the fields of data factors, green energy, technological innovation and other fields. Other matters were also considered at the meeting. (The Paper)
