[The "Fifteenth Five-Year Plan for Green Development of Civil Aviation" Issued: Steadyly Promote the Inclusion of Aviation into the National Carbon Emissions Trading Market and Coordinate the Construction of the International Aviation Carbon Market] On November 2, the Civil Aviation Administration of China issued the "Implementation Plan for the Green Development of Civil Aviation during the "15th Five-Year Plan". The "Implementation Plan" closely follows the current outstanding contradictions in the industry, anchors the overall goal of carbon peak and carbon neutrality, and coordinates with the national "15th Five-Year Plan" and the "15th Five-Year Plan for Civil Aviation Development" to deploy key tasks in seven aspects.
First, focus on systematically improving the green civil aviation governance system, clarifying the four measures of improving the standard and norm system, improving the policy and institutional system, optimizing the work system, and strengthening the supervision and management system, coordinating the promotion of mechanism construction and implementation, and building a green and low-carbon system guarantee for the high-quality development of civil aviation.
The second is to focus on accelerating the optimization of civil aviation energy consumption structure, clearly promote the safe and orderly replacement of sustainable aviation fuel, continue to in-depth fight to defend the blue sky, and strengthen the development and utilization of airport renewable energy, and actively build a clean, low-carbon, safe and controllable, diverse and complementary new energy supply system for civil aviation.
The third is to steadily and orderly promote the construction of the aviation carbon market, and propose to steadily promote the integration of aviation into the national carbon emissions trading market, coordinate the construction of the international aviation carbon market, use market-oriented means to force the green transformation of the industry, achieve refined management and control of civil aviation carbon emissions, scientific emission reduction, and give full play to the emission reduction efficiency of the market mechanism.
The fourth is to focus on the comprehensive implementation of the conservation strategy, clarify the four measures of continuously promoting the improvement of flight fuel efficiency, strengthening the conservation and intensive use of airport resources, vigorously developing the circular economy, and accelerating the construction of conservation-oriented institutions, comprehensively improving the efficiency of resource and energy utilization in the industry, forming a production method that strictly implements conservation, reducing carbon and increasing efficiency, and building a new green management and control pattern with strict source control, strict process management, and full efficiency improvement.
The fifth is to focus on in-depth prevention and control of environmental pollution, clearly carry out three measures to carry out in-depth prevention and control of airport noise pollution, improve the level of airport solid waste and sewage treatment, and promote the harmonious symbiosis between civil aviation and the regional ecological environment, strive to improve the civil aviation ecological environment governance capabilities, and build a new pattern of civil aviation development that is safe, compliant, green, coordinated, and ecologically symbiotic.
Sixth, focusing on comprehensively improving the technological innovation capabilities of green civil aviation, we have clearly defined the two measures of building a green civil aviation technology support system and improving the green civil aviation talent training system, striving to create a new engine for the development of green civil aviation with advanced technology, talent gathering, and innovation empowerment, and activating the endogenous power of transformation.
The seventh is to focus on deepening international cooperation in green and low-carbon civil aviation, clarifying the two measures of fully participating in international aviation's response to climate change governance and promoting the joint construction of a green air Silk Road, coordinating both domestic and international situations, actively contributing to China's civil aviation solutions, and continuing to enhance the international voice and influence of China's civil aviation green development.
