[Guangdong: On the premise of complying with land and spatial planning, rural collective economic organizations can implement inefficient land redevelopment according to new planned uses (except commercial housing)] On September 3, the Guangdong Provincial Department of Natural Resources publicly solicited opinions on "Several Measures to Accelerate the Redevelopment of Inefficient Land to Promote High-Quality Development (Draft for Comment)". It is mentioned that rural collective economic organizations are encouraged to transform themselves. On the premise of complying with land spatial planning, rural collective economic organizations can redevelopment of inefficient land according to new planned uses (except commercial housing). Among them, if the collective nature is retained, the procedures for using collective construction land must be handled in accordance with the law; if the original state-owned construction land is used, relevant land use procedures can be handled by agreement upon approval, except for those that need to be recovered in accordance with regulations and contracts; if it involves expropriation of state-owned construction land and transformation for industrial purposes, the government can implement land acquisition in accordance with the law and then transfer it to a rural collective economic organization or a wholly-owned subsidiary established by it for transformation.
