[Four departments regulate the management of anesthesia and psychotropic drugs in medical institutions] On September 9, four departments including the National Health Commission and the State Administration of Traditional Chinese Medicine jointly issued the "Regulations on the Management of Narcotic Drugs and Psychotropic Drugs in Medical Institutions". There are 11 chapters and 73 management regulations in total, focusing on key aspects such as the procurement, storage, issuance, use, recycling, and destruction of anesthetic drugs, and detailing and improving various management requirements. Medicinal narcotic drugs and psychotropic drugs are drugs subject to special management in accordance with laws and regulations in China. They have the dual attributes of being necessary for clinical diagnosis and treatment and prone to dependence and addiction. Their safe and reasonable use is related to the lives and health of the people and social harmony and stability. What are the characteristics of management regulations? First, the scope of application is expanded from medicinal narcotic drugs and Category I psychotropic drugs to all medicinal anesthetic drugs (including medicinal narcotic drugs, Category I psychotropic drugs and Category II psychotropic drugs). The second is to refine the internal management system and training and assessment requirements of medical institutions, and improve the management of key departments such as pharmacies, anesthesiology departments, and operating rooms, as well as working mechanisms for recycling, destruction, and safety emergency response. Third, relevant provisions on informed consent have been added. Prescribing anesthetic drugs to minors requires the written informed consent of their guardians. The fourth is to actively play the role of informatization in the management of anesthetic drugs in medical institutions. Promote the use of digital intelligence technology to strengthen the full-process management of anesthetic drugs in medical institutions and improve management efficiency. It is reported that the management regulations will be implemented from October 1, 2026.
