[Ministry of Natural Resources: Revision of Temporary Land Management Documents is Open for Public Opinion] September 12th, according to the Ministry of Natural Resources, the Ministry of Natural Resources recently drafted the "Notice of the Ministry of Natural Resources on Regulating the Management of Temporary Land (Draft for Comments)". In accordance with the relevant provisions of the normative document formulation procedures, public opinions are now publicly solicited. Compared with Document No. 2, the "Draft for Comments" has been improved mainly in four aspects. First, a new list of temporary land types has been added. The "applicable" and "prohibited" are clear at a glance, making it easier for grassroots and enterprises to grasp the key points and facilitate grassroots approval. The second is to fully release the effect of the policy on the continued use of temporary land. For temporary land projects that are not satisfied with the maximum use period, they can apply for continued use, and the cumulative use period will not exceed the maximum legal use period;
For long-term construction projects such as energy, transportation, water conservancy, etc., targeted land use regulations are made. The same temporary land can be used continuously between different projects. If it is included in the list of major national and provincial projects, different construction sections of the same project can also apply for continued use, and the cumulative construction period will not exceed the approved project period. This will save the time for enterprises to re-select sites and the cost of land reclamation to the greatest extent, and improve economic benefits and land use efficiency. The third is to implement a joint approval system. All matters involving a mixture of cultivated land, forest land, and grassland will be uniformly accepted by the natural resources department, allowing enterprises to only go to one department, improving the efficiency of temporary land use approval for construction projects and the temperature of approval services, and ensuring the timely implementation of construction projects. The fourth is to actively respond to the demands of enterprises, adjust the land reclamation deposit to land reclamation expenses, ensure that the special funds are used exclusively, and withdraw the expenses according to the reclamation progress, and support the use of bank guarantees to replace the pre-deposited land reclamation expenses, which greatly reduces the financial pressure on enterprises.
