The chief ministers of the local governments of Wales, Scotland and Northern Ireland met in Cardiff, the capital of Wales, today (September 14) and signed a memorandum of understanding, calling on the British government to prepare for constitutional changes and stating that the British government has no right to "block democracy." John Swinney, Scotland's First Minister for Local Government and leader of the Scottish National Party, called for a referendum on Scottish independence within the next five years at a joint press conference after the meeting. Northern Ireland's First Minister for Local Government, Michelle O'Neill from Sinn Féin, called on the British and Irish governments to set a date for holding a "border poll" before 2030 - the equivalent of an "Irish unity referendum". Welsh Local Government Chief Minister Rune Yorworth, leader of the Welsh National Party, said there would be no timetable for a Welsh independence referendum at this time.
