[Intel applied to the FCC for an exemption from the ban on foreign robots to ensure the normal operation of U.S. chip factory equipment] On October 20, Intel applied to the U.S. Federal Communications Commission (FCC) for a conditional exemption to continue maintaining and upgrading foreign-made advanced robotic equipment, saying that these "niche" equipment are critical to U.S. semiconductor manufacturing. Intel is concerned that a ban on the import and sale of new foreign-made advanced robots could affect the maintenance and upgrades of its automated guided vehicles (AGVs) used to transport materials at chip factories, according to an application filed by Intel on October 16 that was made public on Monday. Intel said ensuring the proper functioning of these robotic devices is "critical" to U.S. national security. There are currently no proven U.S.-made alternatives that meet the company's strict requirements, and replacing existing equipment could take years. Intel said if the equipment ceased operations, it would have an "immediate negative impact on Intel's U.S. semiconductor manufacturing capabilities." In July this year, the FCC added advanced foreign-made robotic equipment to its "controlled list," alongside wireless routers, drones and other equipment that are banned from import due to national security risks. The relevant ban does not affect products that have already entered the market, but companies are not allowed to update the hardware, software and firmware components of existing devices. Companies whose products are subject to the ban can apply for conditional exemptions from the FCC and the U.S. Department of Defense.
