On November 23, the "2023 China Lingang International Semiconductor Conference" hosted by Shanghai Lingang Economic Development (Group) Co., Ltd. and hosted by Lingang Technology and ASPENCORE was officially held in Shanghai Lingang. At the meeting, Wu Xiaohua, deputy secretary of the Party Working Committee of Lingang New Area, Weng Kaining, party secretary and president of Lingang Group, Gu Changshi, director of the Investment Promotion Service Center of Lingang New Area, and other relevant leaders introduced in detail the development of the integrated circuit industry in Lingang.

According to reports, the industrial output value of the Lingang New Area will reach 348.2 billion yuan in 2022, a year-on-year increase of 30.5%, accounting for approximately 8.8% of the city's total; the fixed asset investment of the whole society will reach 132.5 billion yuan, a year-on-year increase of 30.5%. An increase of 31.1%, accounting for approximately 13.8% of the city's total; the regional GDP was 101.7 billion yuan, a year-on-year increase of 21.2%; the total tax revenue reached 47.501 billion yuan, a year-on-year increase of 35.7%.

Gu Changshi, director of the Lingang New Area Investment Promotion Service Center, said: "The goal of the Lingang New Area is to achieve a GDP of 1 trillion yuan by 2035. According to Lingang's 2019 data, this goal can be achieved with an annual compound growth rate of no less than 25%. Therefore, since the establishment of our Lingang New Area more than four years ago, the role of the growth engine in Shanghai's economic development has been very obvious."

Judging from the overall positioning of the integrated circuit industry in Lingang, it is mainly divided into three aspects:

1. Become a new engine for the dual-core drive of Shanghai’s integrated circuit industry (Zhangjiang and Lingang dual-district linkage);

2. Become a bridgehead for independent innovation in China's integrated circuit industry: focusing on advanced processes, characteristic processes, core equipment, EDA tools, materials, etc.;

3. Become a host site for world-class integrated circuit industry clusters: actively integrate into the global integrated circuit industry chain, innovation chain, and price chain, and build a full industry chain cluster integrating design, high-end manufacturing, and advanced packaging and testing of equipment and materials.

Judging from the current development status of the integrated circuit industry in Lingang New Area, 230 integrated circuit-related companies have been gathered, the total investment scale of signed projects is nearly 300 billion yuan, and the fixed asset investment scale of signed projects exceeds 120 billion yuan;

It has built a full industrial chain gathering place integrating design, high-end manufacturing, equipment, materials, advanced packaging and testing, and chip trade. Integrated circuit manufacturing covers mature characteristic processes, advanced logic processes and compound semiconductor manufacturing.

Specifically, in terms of chip design, Lingang has introduced artificial intelligence chips, strategic chips, automotive-grade chips, third-generation semiconductor component R&D and design companies, and has successively established more than 150 domestic high-quality chip design companies such as Horizon, Cambrian, Xinyuan, BGI Jiutian, and Baidu Kunlun Chip, as well as leading EDA and IP companies.

In just four years, an additional 200 companies have been added, which shows the attractiveness of our Lingang New Area."

In terms of chip manufacturing, Lingang’s chip manufacturing industry has two characteristics:

The first is the large scale of chip manufacturing. After calculation, the current integrated circuit wafer manufacturing capacity in Lingang isThe total planned production capacity is 641,000 12-inch wafers per month. Among them, about 160,000 12-inch wafers have been put into production per month, 160,000 12-inch wafer production capacity has been started, and 320,000 12-inch wafer production capacity has been approved.

It is expected that by 2025, there will be a total of 8 12-inch production lines in Lingang, with a total production capacity (converted to 12-inch wafers) of over 660,000 wafers/month; of which the built scale exceeds 100,000 wafers/month, the scale under construction is 130,000 wafers/month, and the scale to be built exceeds 420,000 wafers/month (including 40,000 wafers from Jita, 100,000 wafers from SMIC, 60,000 GE Micro, 60,000 wafers from Wingtech Technology, 80,000 wafers from Sunny Optical, etc.).

The second one is the complete range. In terms of technology, there are SMIC's advanced logic technology, the characteristic technology of Jita Semiconductor, Wingtech Technology, Gekewei, Onrevi and other companies, as well as the third-generation compound semiconductor technology.

"The scale of wafer manufacturing capacity in Lingang is definitely the largest in China, and I even feel that it has a place in the world. The types of integrated circuits in Lingang are also very complete. I believe these two characteristics cannot be found anywhere else in the country." said Wu Xiaohua, deputy secretary of the Party Working Committee of Lingang New Area.

In terms of semiconductor packaging and testing, Lingang was originally a weak link, but with the introduction of Changdian Technology and Huatian Packaging and Testing, Lingang's shortcomings in integrated circuit packaging and testing were made up.

In terms of semiconductor materials, Lingang has established more than 40 integrated circuit material companies such as Shanghai Xinsheng, Tianyue Advanced, Jiangfeng Electronics, and JSR. The types are relatively complete, covering semiconductor silicon wafers, photoresists, substrates, targets, etc., and some key integrated circuit materials and processes have been independently controlled in Lingang.

For example, in terms of 12-inch large silicon wafers, a production capacity of 600,000 wafers has been built, and an additional 400,000 wafers have been approved.If all is completed, it can reach a scale of 1 million pieces per month.; For example, in terms of silicon carbide substrate materials, Tianyue's silicon carbide production capacity in Lingang is very strong. The 6-inch production capacity of 500,000 pieces has been fully put into production, and an 8-inch silicon carbide production line is also being laid out.

In terms of semiconductor equipment, the core equipment manufacturers settled in Lingang now cover many aspects of photolithography, glue coating, development, etching, deposition, ion implantation, cleaning, electroplating and so on. Later, when facing Hong Kong, we will also focus on supporting some high-end core equipment such as etching, cleaning, and ion implantation. It should be said that the categories are becoming more and more complete.

In order to meet the high requirements of wafer manufacturing and semiconductor material manufacturers for factories, Lingang Group has also made full preparations.

According to Weng Kaining, Secretary of the Party Committee and President of Lingang Group, "Focusing on the common and individual needs of the enterprise, Lingang has built nearly 200,000 square meters of professional integrated circuit factories, and has also customized electronic factories for Wingtech Anshi, JSR and other projects. At the same time, it has also built nearly 1 million square meters of multi-purpose, highly compatible electromechanical general factories to provide high-quality carrying space for the industry."

At the same time, in terms of R&D empowerment, the Science and Technology City Park under Lingang Group has gathered a large number of innovation platforms and university research institutes to empower industries, including Shanghai Power Electronics Research Institute, Shanghai Lingang Automotive Semiconductor Research Institute, Lingang Intelligent System Key Technology Technology Innovation Platform, Lingang Integrated Circuit Materials Research Institute, etc.

In terms of corporate financing, Lingang has also established a number of special industry funds, mainly focusing on the establishment of industrial investment funds in cutting-edge fields such as artificial intelligence, digital technology, and electronic information. It has strengthened the linkage between investment and investment, and has successively invested in and introduced a number of high-quality companies such as Montage, SenseTime, Kunyou Optoelectronics, and Quanxin Semiconductor.

According to Gu Changshi, director of the Lingang New Area Investment Promotion Service Center, the current industrial investment fund scale in Lingang is as high as 30 billion yuan, and has supported a total of 178 financings, covering 158 companies, with a financing scale of more than 23 billion yuan.

At the same time, Lingang has also created special incubators and incubation funds. For example, focusing on automotive semiconductors and power electronics, it has created the Sinan Semiconductor Super Incubator and established the Sinan Incubation Fund to continue to accelerate the growth of enterprises.

In terms of supporting services, Lingang continues to improve supporting services such as education, commerce, medical care, and transportation through rent-and-sell public rental housing, talent apartments, and blue-collar apartments, striving to build Lingang into a paradise for innovation and entrepreneurship and a livable and workable home. For example, it will provide settlement subsidies, rental subsidies, house purchase subsidies, and build a 12-year Dishui Lake School. The preparatory team is currently in place and is expected to enroll students in 2025.

Regarding the next stage goal of Lingang’s integrated circuit industry, according to Gu Changshi, director of the Lingang New Area Investment Promotion Service Center,In the first three quarters of this year, the output value of the Lingang integrated circuit industry has reached 14 billion yuan. The goal is to exceed the output value of 50 billion yuan in 2025. The scale of the service industry will exceed the output value of 50 billion yuan. The basic framework of the "Oriental Chip Port" with independent controllability and full-chain layout has initially been formed.
