The Ministry of Industry and Information Technology, the Ministry of Finance, and the State Administration of Taxation today issued an announcement on adjusting the technical requirements for new energy vehicle products with or without vehicle purchase tax. Starting from January 1, 2024, models applying to enter the "Catalogue of New Energy Vehicle Models with Vehicle Purchase Tax Reduction and Exemption" must meet the technical requirements for new energy vehicle products.

In the "Technical Requirements for New Energy Vehicle Products", clear requirements are made for new energy passenger vehicle technology:

The maximum speed of pure electric vehicles is not less than 100km/h in 30 minutes;The pure electric driving range is no less than 200km, which is 100% higher than the current standard;The energy density of the battery pack is not less than 125Wh/kg, and the current standard is 95Wh/kg;

The low-temperature cruising range attenuation rate shall not exceed 35%, the energy density shall not be less than 95Wh/kg, and the continuous driving mileage shall not be less than 120km.

The fuel consumption ratio of plug-in hybrid vehicles compared to the limit value has increased from 70% to 60%;For models weighing less than 2510kg, the electric energy consumption is adjusted from the previous 135% to 125%.

Regarding the modifications to the "Technical Requirements Announcement", the Ministry of Industry and Information Technology stated that the first is to appropriately increase the existing technical index requirements; the second is to add new low-temperature mileage attenuation technical index requirements; and the third is to clarify the relevant requirements for battery swap mode models.
