[National Development and Reform Commission: Fully stimulate the vitality of artificial intelligence in creating new jobs and driving innovation and entrepreneurship] On November 3, the National Development and Reform Commission held a series of press conferences on the 3rd to promote the "15th Five-Year Plan" to introduce the cultivation and growth of new driving forces. Wang Ruomeng, deputy director of the Department of Innovation and High-tech Development of the National Development and Reform Commission, said that currently, the whole society has a broad consensus on the coexistence of opportunities and risks of artificial intelligence. During the "15th Five-Year Plan" period, China will always coordinate development and safety, integrate safety into all aspects of artificial intelligence research and development, application, and governance, and focus on four aspects of work.
The first is to improve the governance rule system and clarify compliance boundaries. On the one hand, we systematically summarize China’s experience and practices in artificial intelligence governance, accelerate the advancement of basic and comprehensive legislation on artificial intelligence, and build the four beams and eight pillars of the artificial intelligence legal and regulatory system. On the other hand, we should accelerate the improvement of legislation that guarantees common elements such as data, computing power, and algorithms, as well as standardize key application scenarios, and establish safety standards and ethical guidelines that cover the entire life cycle of artificial intelligence.
The second is to optimize the regulatory environment and enhance regulatory adaptability. The governance of artificial intelligence must also adapt to the new characteristics of the field of artificial intelligence, rapid iteration, and wide coverage. On the one hand, we need to coordinate and grasp the timeliness and effectiveness of policies, reasonably set the transition period for regulatory policies, and clarify transparent and predictable regulatory requirements and implementation standards. On the other hand, it combines supervision with services, provides application compliance guidance for different industries and fields, and improves safety compliance service systems such as assessment, consultation, and certification, to help all relevant parties better fulfill their compliance obligations and reduce their compliance costs.
The third is to clarify the collaborative governance responsibilities of multiple entities and gather joint force for joint governance. Safety risk prevention and control is the joint responsibility of government departments, industry organizations, business entities, and the public.
The fourth is to actively respond to the impact of artificial intelligence on society and ensure that it is people-oriented and positive. In terms of employment impact, pay close attention to the impact of artificial intelligence on the employment structure, fully stimulate the vitality of artificial intelligence in creating new jobs and driving innovation and entrepreneurship, and promote the inclusion of new occupations such as model trainers and data annotators into the national occupational classification system.
