[Li Qiang attended the opening ceremony of the 2026 World Internet Conference Wuzhen Summit and delivered a keynote speech] On the morning of November 3, Premier Li Qiang attended the opening ceremony of the 2026 World Internet Conference Wuzhen Summit in Wuzhen, Zhejiang and delivered a keynote speech.
Li Qiang said that the World Internet Conference has been held for 13 consecutive years. Despite the rapid development of technology, one major proposition that people are generally concerned about has never changed, that is, how to make the Internet better benefit mankind. President Xi Jinping proposed the concept of building a community with a shared future in cyberspace at the 2015 World Internet Conference, providing a Chinese solution to Internet development and governance issues. I would like to take this opportunity to share with you three thoughts.
First, the development of the Internet is undergoing intelligent transformation and systemic transition. At present, the accelerating integration of technologies such as the Internet and artificial intelligence has become not only an infrastructure, but also a new way of life. It is not only a technical means, but also a driving force for industrial change. It is not only an information carrier, but also an intelligence generating force, which has a broader and profound impact on economic and social development.
Second, the development of the Internet in today's era needs to highlight the people-oriented value orientation. The ultimate goal of Internet development must be to promote the all-round development of people. We advocate the construction of a community with a shared future in cyberspace because we hope that Internet-related technologies can enhance people's capabilities, expand their choices, highlight their value, and enhance their well-being, instead of allowing people to become appendages of technology, let alone allowing technology to exacerbate the differentiation of human development. Starting from this consideration, there are several issues that deserve special attention. The first is the distinction between “human and machine”. The dominance of humans must be upheld and machines can become trustworthy tools for humans. The second is the ethical thinking of “algorithm model”. We must persist in doing good and use the common values of all mankind to build a solid foundation for the development of new technologies. The third is the security risk of "integration of data and reality". More controllable technological innovation, stricter security precautions, more adequate coordination and cooperation are needed to better coordinate development and security. The fourth is the fair governance of the “digital intelligence gap”. The fruits of technological progress must be truly shared by all members of society.
Third, work together to build a community with a shared future in cyberspace. We must persist in technological empowerment and open up new development space. China will persist in pursuing innovation with an open door, promote technology transfer and knowledge sharing, and work with other countries to create an open, inclusive and dynamic digital innovation ecosystem. We must adhere to trustworthiness and controllability and build a strong digital security barrier. China will always respect the legitimate concerns of all countries regarding cybersecurity, work together to address security challenges, and oppose the building of a "digital iron curtain." It is necessary to maintain a balance that benefits all and promote the sharing of digital dividends. China will actively implement global development initiatives and support countries in the global South in building digital infrastructure and improving digital technology capabilities. We must persist in open dialogue and improve the multilateral governance system. China will adhere to the principle of extensive consultation, joint contribution and shared benefits, and promote global Internet governance in a more fair and reasonable direction.
Spanish Deputy Prime Minister Díaz and others attended the opening ceremony and delivered a speech. About 1,800 people attended the opening ceremony, including government officials from many countries, heads of international organizations such as the United Nations, representatives of global Internet companies, and experts and scholars.
