[The 11th Foreign Ministers’ Meeting of Lancang-Mekong Cooperation was held in Beijing] November 4th, according to the official website of the Ministry of Foreign Affairs, on November 4, 2026, the 11th Foreign Ministers’ Meeting of Lancang-Mekong Cooperation was held in Beijing. Member of the Political Bureau of the CPC Central Committee and Foreign Minister Wang Yi and Thai Deputy Prime Minister and Foreign Minister Sihasak co-chaired the meeting. Cambodian Deputy Prime Minister and Foreign Minister Prak Sokhon, Lao Deputy Prime Minister and Foreign Minister Thongsavang, Vietnamese Foreign Minister Le Huaizhong, and Myanmar Minister of National Planning, Investment and Foreign Economic Affairs Aung Kyaw Hoe attended. Wang Yi said that this year marks the tenth anniversary of the first Lancang-Mekong Cooperation leaders’ meeting. Over the past ten years, under the strategic guidance of the leaders of the six countries, the Lancang-Mekong Cooperation has moved from a construction period of building frameworks and expanding fields to a deep cultivation period of strengthening mechanisms and focusing on practical results, becoming the most dynamic and potential "golden model" of regional cooperation. Over the past ten years, the fate of the Lancang-Mekong countries has become more closely linked, their development momentum has become more abundant, their security barriers have become stronger, and people-to-people and cultural exchanges have deepened, bringing tangible benefits to the people of the six countries and effectively assisting the modernization process of their respective countries. Wang Yi said that the Lancang-Mekong Cooperation has grown vigorously thanks to the six countries' original aspiration of good neighborliness and a shared future, the orientation of focusing on development and pragmatic cooperation, the concept of benefiting the people, openness and inclusiveness, and the courage to be innovation-driven and pioneering. Facing the current multiple challenges in the international and regional areas, the Lancang-Mekong family must think in one place and work hard together to jointly push Lancang-Mekong cooperation to a new level, solidly advance Lancang-Mekong Cooperation 2.0, join hands to open a new "golden decade" of Lancang-Mekong cooperation, and promote the joint modernization of Lancang-Mekong countries. Wang Yi introduced the significance and major measures of the Fifth Plenary Session of the 20th Central Committee of the Communist Party of China, saying that under the strong leadership of the Communist Party of China, China will continue to develop in a new and better direction, injecting new momentum and bringing new opportunities to the region and the world. China is willing to work with the Mekong countries along the direction set by the leaders, with more powerful measures and a more coordinated pace to continuously enrich the connotation of the community of a shared future for the Lancang-Mekong countries, so that the Lancang-Mekong cooperation will always be at the forefront of regional cooperation, become a benchmark for unity and self-reliance in the global South, and contribute the Lancang power to the construction of a community with a shared future for mankind. Wang Yi put forward five suggestions: The first is to build new synergies through unity and self-improvement. Carry forward the Lancang-Mekong culture of "treating each other as equals, sincerely helping each other, and being as close as one family", implement the second "Lancang-Mekong Cooperation Five-Year Action Plan", intensify exchanges and policy communication at all levels, strengthen top-level design and build strategic consensus around core issues such as regional development and security. Carry out regular exchanges between the legislative bodies and political parties of Lancang-Mekong countries, persist in resolving differences and disputes through dialogue and consultation, and enhance security resilience through development and cooperation. The second is to build a new highland for openness and win-win results. Strengthen the docking of development strategies, deepen cooperation on the "New International Land-Sea Trade Corridor", promote regional economic and trade markets, financial circulation, infrastructure connectivity, and cultural exchanges, and jointly create the Lancang-Mekong Economic Development Belt. Promote the liberalization and facilitation of regional trade and investment, strengthen joint research, technical cooperation and personnel training, implement the "Lancang-Mekong Science and Technology Poverty Reduction Special Cooperation Plan", promote the construction of a water resources cooperation information sharing platform, and increase the people's sense of gain in the basin with more "small but beautiful" livelihood demonstration projects. The third is to cultivate new driving forces for green innovation. Expand cooperation in emerging fields such as digital economy, artificial intelligence, smart manufacturing, and smart agriculture, and promote the transformation of regional industrial cooperation into new, smart, and green industries. More Mekong countries are welcome to join the World Cooperation Organization on Artificial Intelligence. Strengthen the Lancang-Mekong Youth Astronomical Science Research Center, promote the establishment of the "Lancang-Mekong National Universities Alliance", and inject youthful impetus into promoting innovative cooperation. The fourth is to build a new barrier for security cooperation. We should promote the Asian values of peace, cooperation, openness and inclusiveness and the concept of common, comprehensive, cooperative and sustainable security, oppose external interference and instigation of camp confrontation, resist the establishment of exclusive "small circles", and never allow the resurgence of militarism. Give full play to the role of the Lancang-Mekong Ministerial Conference on Law Enforcement and Security Cooperation, step up joint efforts to combat cross-border criminal activities such as online gambling, telecommunications fraud, drug trafficking, counterfeiting and smuggling, and continue to successfully implement the "Safe Lancang-Mekong Operation" and the Mekong River joint patrol and law enforcement operations. The fifth is to create new highlights in disaster management. Promote the establishment of a Lancang-Mekong cross-border disaster early warning cooperation mechanism, establish a Lancang-Mekong national real-time exchange mechanism for multi-source data such as hydrology, meteorology, geology, forest fires, etc., strengthen disaster monitoring, early warning and emergency response cooperation, build a regional meteorological disaster monitoring and early warning network, carry out the construction of an earthquake early warning demonstration network, and jointly enhance disaster prevention, reduction, and relief capabilities. All parties present at the meeting congratulated the successful convening of the Fifth Plenary Session of the 20th CPC Central Committee, spoke highly of the positive progress achieved by Lancang-Mekong Cooperation over the past decade, and believed that Lancang-Mekong countries carry out pragmatic cooperation in the spirit of mutual respect and good-neighborliness, promote the continuous development and growth of Lancang-Mekong Cooperation, effectively promote regional economic integration and the economic and social development of various countries, and benefit the people of all countries. All parties appreciated China's important leading role in promoting cooperation, agreed with China's suggestions on the direction of work in the next stage, and reiterated that they will continue to adhere to good neighborliness, mutual respect and trust, deepen cooperation, achieve win-win results, and jointly promote sustainable development and prosperity in the region. They agreed to strengthen the construction of the Lancang-Mekong economic development belt, deepen cooperation in priority areas such as connectivity, water resources, and environment, expand digital transformation and green innovation, and promote people-to-people and cultural exchanges. Strengthen disaster management, intensify security cooperation, combat cross-border crimes, and protect regional tranquility. Promote the mutual connection and mutual promotion between the Lancang-Mekong Cooperation and other mechanisms in the region, adhere to multilateralism, jointly respond to global challenges, and work together to build a community of a shared future for the Lancang-Mekong countries. All parties agreed to maintain close communication to ensure that the fifth Lancang-Mekong Cooperation Leaders’ Meeting achieves a complete success and positive results. The meeting adopted the "2025 Implementation Progress Report of the Lancang-Mekong Cooperation Five-Year Action Plan (2023-2027)" and the "2026 Lancang-Mekong Cooperation Special Fund Support Project List".
